Douglas C. Howie, P.E., is the primary instructor for this class. Doug has 30 years of stormwater design and management experience. He was one of the instructors from the initial 2001 Stormwater Management Manual for Western Washington tour of classes introducing the municipal and consulting communities to the manual. As a Stormwater Engineer with the Department of Ecology’s Water Quality Program in Lacey, he is involved on a daily basis with Stormwater Management Manual issues, and associated Municipal Stormwater Permit requirements, for both Eastern and Western Washington. Doug is also an adjunct professor in Civil Engineering for St. Martin’s University where he teaches surveying, statics, and hydrology in the undergraduate program.
